Where is the animals' right?

I found this peace of information in Pietro’s blog.

And I think it’s seriously immoral. How can human with such authorities do this?? As a pet lover, I’m urging all the pet lovers out there to sign this petition for the sake of your pet.

To be truthful, there’s more stray cats compare to stray dogs. So why dogs? And I won’t be okay even if they’re having the competition on cats as well.
